Public Notice Regarding Changes in Statewide Methods and Standards for
Setting Payments for Medicaid Enrolled Large Private Intermediate Care
Facilities for Individuals with Intellectual Disabilities and Community
Residential Facilities for the Developmentally Disabled


In accordance with the public notice requirements of 42 CFR 447.205, Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration, Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the reimbursement methodology for Large Private Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICFs/IID) and Community Residential Facilities for the Developmentally Disabled (CRFs/DD). This public notice period will run September 30, 2020, through October 30, 2020.

OMPP proposes to change the year October 1, 2020, through September 30, 2021, from a rebasing year to a non-rebasing year for rates paid to ICFs/IID and CRFs/DD providers, under the Medicaid state plan and state regulations at 405 IAC 1-12.

It is estimated that the fiscal impact of changing the year October 1, 2020, through September 30, 2021, from a rebasing year to a non-rebasing year from not making the change is an annual increase of state and federal expenditures of approximately $0.236 million for federal fiscal year 2021 (federal share of $0.159 million and state share of $0.77 million).

A copy of this notice is now on file at the Indiana Government Center South, 402 West Washington Street, Room W451, Indianapolis, Indiana and is open for public inspection. Also, a copy of this notice is now available and may be inspected by contacting the local county Division of Family Resources office, except in Marion County, where public inspection may be made at the Indiana Government Center South, 402 West Washington Street, Room W374, Indianapolis, Indiana.

There will be no public hearing.
