Public Notice Regarding Changes in Statewide Methods and Standards for
Distributing Supplemental Payments for Nonstate Government Owned or Operated
(NSGO) Medicaid Enrolled Nursing Facilities
In accordance with the public notice requirements of 42 CFR 447.205 and Section 1902(a)(13)(A) of the Social Security Act, the Indiana Family and Social Services Administration (IFSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes to the reimbursement methodology for NSGO nursing facilities.
The OMPP proposes to modify the methodology used to distribute supplemental payments (UPL payments) made to NSGO nursing facilities. Under the current methodology, a proportionate share pool is determined and distributed to participating NSGO nursing facilities based on the percentage of each facility's number of Medicaid days in relation to the total number of Medicaid days of all participating NSGO nursing facilities. Under the proposed methodology, a supplemental payment for each participating nursing facility will be calculated as the difference between each facility's Medicaid per diem rate and a reasonable estimate of what would have been paid to the facility using Medicare principles, extended by each facility's number of Medicaid days.
There is no fiscal impact, since the proposed modification merely changes the allocation methodology used to distribute the UPL supplemental payment. There is no change in aggregate Medicaid expenditures.

Also, a copy of this notice is now available and may be inspected by contacting the local county office of the Division of Family Resources, except in Marion County, where public inspection may be made at the Indiana Government Center South, 402 West Washington Street, Room W374, Indianapolis, Indiana.
